margin, I have caused the Fund in the hands of this Government on account of the Praya Reclamation, to be distributed among local Banks in the proportions shown in the annexed schedule.
2. Your Lordship will observe that the money has been divided amongst the Banks in proportion to the amount of their paid-up capital. In the absence of definite instructions as to whether Your Lordship intended the division to be an equal one; the arrangement which has been carried-out, subject of course to Your Lordship's approval, appeared to me a fair one.
3. The working expenses in connection with the Reclamation will, however, be drawn from the Hongkong
